The EPAs Second National Bed Bug Summit in Washington, DC
The Environmental Protection Agency hosted the second National Bed Bug Summit (the first of which took place in April of 2009) on February 1-2, 2011 in an attempt to organize a concerted national response to an issue that has caused suffering and financial loss for thousands of American citizens and business owners. Among the summit participants were pest control professionals, scientists and statisticians from various research laboratories, city officials, private bed bug eradication firms, and members of multiple government organizations (including representatives from the Center for Disease Control and Prevention).
National Bed Bug Summit Agenda
The agenda of the summit was to assess and share all available knowledge pertaining to the bed bug epidemic, introduce new ideas for controlling bed bug infestations in communities, and devise a national strategy for effective bed bug eradication. Leaders in the field discussed the current methods being used to fight infestations at the state, federal, and local levels, as well as possible improvements in bed bug control, prevention, and eradication techniques.
In particular, focus was geared toward methods of controlling bed bug infestations in shared environments such as hotels, school campuses, and public housing units. The group also discussed the importance of educating consumers, business owners, and employees in relevant industries, particularly those related to hospitality. Researchers in the field revealed important bed bug knowledge and discussed future funding requirements for additional research projects. The following information reveals some of the conclusions reached at this years National Bed Bug Summit in Washington, DC.
EPA Proposes bed bug Eradication Funding
One of the main issues associated with eradicating and effectively controlling bed bug infestations is the exuberant cost of bed bug eradication services, which can cost business owners and homeowners tens of thousands of dollars per year. However, without the necessary funding to pay for such services, even more money could be lost in unnecessary bed bug lawsuits. Thus, the Environmental Protection Agency has proposed a bed bug eradication fund, which would allocate grants of up to up to $550,000 to eligible communities (primarily school campuses and public housing units) to cover the cost of bed bug eradication and control.
HUD Announces Community Awareness Plans
On day two of the summit, the Department of Housing and Urban Development (HUD) revealed plans to promote a bed bug community outreach service that will focus on increasing awareness and educating members of the community. Particularly, the outreach services will be targeted towards property owners, hotel managers, school officials, and public housing unit administrators, and will cover a variety of related criteria including bed bug prevention, recognition, control, and eradication. The outreach program will also inform communities of their possible eligibility for the aforementioned EPA bed bug eradication grants.

Toronto Bed Bug Heat Treatment Customer Testimonials
I used this company because they had a warranty. I found them online. The other pest control places did not give a warranty and would only say that they would charge separately for each treatment. Cary Title the owner of Bed Bugs and Beyond asserted that the up front cost would include every treatment until they got the job done. I was skeptical but the company is as good as their warranty. It took five treatments. They not only got rid of the bugs finally but after the initial cost they didnt charge me a thing. And I still have a warranty until the end of October. I know that if the bugs come back or I have a resurgence that I can rely on Bed Bugs and Beyond to come back without any more cost to fix to the problem. They crew is efficient, polite and reliable. A great service and company. I have already recommended this company to other people and property management companies. If you have bed bugs you should use this company to get rid of them.
Barbara, East York, ON
Theres a lot of competition in the Toronto bed bug control market. Bed Bugs and Beyond doesnt take advantage of the hot market. They keep prices fairly low in comparison to other companies offering heat, and offer a 90-day guarantee and a free heat treatment if the bugs do return.
So far, weve been bed-bug free since the initial heat treatment!
Our experience with Bed Bugs & Beyond was great. The owner, Cary, came and did a free inspection on the same day we contacted him even though he had another job in progress elsewhere. The crew who did the treatment was just as compassionate as Cary. They patiently explained the process and helped us and our two cats get out the door bed-bug free so we wouldnt bring them back with us. This involved blowing hot air on us, our bags, and cat carriers as well as inside my car.
Cary did warn us during the inspection that our Ikea furniture would sustain some damage. Indeed, the cheap melamine finishes separated from our dressers. We have been able to super-glue them back down. Our large and expensive Pax wardrobe came through it just fine, though! The only damage to our electronics was to our laser printer, which weve replaced a cost well worth the experience of a good nights sleep
If youve got bed bugs, dont waste your money on steam and vacuum treatments (these things you can do yourself!) and be aware of the fact that chemical fumigation cannot penetrate the nooks and crannies in your walls where these sneaky bugs hang out. Heat is the best way.
I do recommend cleaning up any of the Diatomaceous Earth powder before heat treatment if youve spread it around. The heat fans will blow it around everywhere. Weeks later and Im still cleaning it up!
I also recommend boarding your pets somewhere overnight. Our indoor cats really suffered in the hot house even hours after the treatment. Your house will take 5+ hours to cool off because the walls and floors retain so much heat.
A big thanks to Cary and the Bed Bugs and Beyond crew! Although youre all wonderful people, I hope that I never have to contact you again

What are bed bugs?
Bed bugs are small insects that feed on human blood. They are usually active at night when people are sleeping. Adult bed bugs have flat, rusty-red-colored oval bodies. About the size of an apple seed, they are big enough to be easily seen, but often hide in cracks in furniture, floors, or walls. When bed bugs feed, their bodies swell and become brighter red. They can live for several months without food or water.

Most bed bug bites are initially painless, but later turn into large, itchy skin welts. These welts do not have a red spot in the center like flea bites.

Although bed bugs are a nuisance, they are not known to spread disease.
Signs and symptoms of bedbug bites will usually affect only the surface of your skin, revealing themselves as small itchy red bumps known as papules or wheals. You might find the lesions in a linear or clustered fashion, indicative of repeated feedings by a single bedbug.
Some people may develop allergic reactions or larger skin reactions such as:

In most cases, people carry bed bugs into their homes unknowingly, in infested luggage, furniture, bedding, or clothing. Bed bugs may also travel between apartments through small crevices and cracks in walls and floors.

Bed bugs bill addressing landlord/tenant responsibilities …
The New Hampshire Union Leader reports that the New Hampshire Senate passed House Bill 482 Thursday, which outlines the parameters for dealing with bed-bug infestations and the responsibilities of landlords and tenants to remediate the problem.
You can read the full text of HB482 here.
According to The Union Leader,
The bill is a compromise among all the stakeholders, including tenants, landlords and municipalities. Proponents say the bill will allow a rapid response that clarifies the responsibilities for remedial action.
The bill grew out of the work of the Bed Bug Action Committee, bringing those affected by bed-bug infestations together to reach a compromise on the best methods to fight the problem.
The bill now goes to the governor.
House Bill 482 has a number of provisions, including the following requirements:
Regarding this last provision, sections IV and V of the bill outline how theyre planning to determine responsibility; it appears that if there havent been other complaints from tenants and if the infested unit and adjacent units havent previously been treated, the original tenant will be considered responsible as the one who brought bed bugs into the building.
Thats a bit troubling, because the problem is, where theres a concern that one might be held financially responsible (and be unable to pay), some tenants simply wont report the problem.
Of course, the bill is smart in the sense it sets up a situation where assuming that happens, and bed bugs spread into other units the original tenant can be held responsible as the true source.
