In 2014, New Laws Regarding Bed Bugs, Child Safety Seats
The start of the New Year brings with it changes to some laws in New Hampshire.
One of the changes going into effect has to do with bed bug infestation.
The new law requires landlords to investigate a report of a bed bug infestation within seven days.
Rick Castillo with the states Bed Bug Action Committee says the law also outlines the rights of tenants and landlords when an outbreak occurs.
The landlord is responsible for the expense of the remediation but can recover some of that expense if indeed its shown that the tenant was responsible for bringing the bud bugs into the building.
Castillo says bed bugs have been an issue in cities like Manchester and Nashua for years, but was never acknowledged in state law.
Also going into effect are new requirements for when children in a car must be secured in a child restraint.
Children must now be in a safety seat until they are 7 years old, or 57 inches tall, whichever comes first.
That replaces the previous requirement of up until age 6, or 55 inches tall.
The change is expected to affect an additional 15,000 children in the Granite State.

COLUMBIA, Mo. Bedbugs are back and good-night wishes wont keep them away.
Bedbugs are on the rise again here in the United States. Populations are growing, said Richard Houseman, University of Missouri Extension entomologist and associate professor in the MU College of Agriculture, Food and Natural Resources.
The National Pest Management Association reported a 71 percent increase in bedbug infestations between 2001 and 2009. The upscale clothing retailer Abercrombie and Fitch recently closed two infested stores in New York City, where a municipal hotline received more than 9,000 bedbug-related complaints from apartment dwellers in 2008up from just a few hundred in 2004.
Outbreaks arent confined to big cities. Communities across the U.S. are coping with an explosion in bedbug populations. Thats why Houseman is currently developing an instructional video for homeowners and pest-control professionals to demonstrate how to prevent or control bedbug infestations.
This once-common scourge of slumber had all but vanished in the 1950s and 60s, when owners of homes and lodgings made a regular practice of treating baseboards and crevices with insecticide sprays, Houseman said.
Changes in pest-control practices have mostly put an end to monthly visits from the exterminator. Baits and traps were cheaper, safer and highly effective against cockroaches and other common household pests.
But not bedbugs. If bedbugs are introduced to a home now, there arent any residual insecticides to knock out those early arrivers, Houseman said.
Our increasingly mobile and urban population gives bedbugs more opportunity to migrate. Shared-lodging facilities such as hotels, apartment buildings, dorms and campgrounds are especially vulnerable, but any building can harbor bedbugs. And not just messy places. Bedbugs arent interested in the crumbs on the floor. Its your blood they want. Body heat and carbon dioxide from our breath attract bedbugs searching for warm-blooded animals to feed on.
Bedbugs typically come out at night. They like to live in cracks and crevices. When the host is sleeping, they come out, feed on the host and go back to the cracks and crevices, he said.
That can make it hard to identify a bedbug problem early on. People may think theyre getting bit by mosquitoes, which produce similar symptoms.

Body Lice vs. Bed Bugs: How to Tell the Difference …
Body lice and bed bugs are related parasites and they feed on human blood. It is important to tell the difference between these two types of parasites, so as to be able to get suitable treatment and eliminate the parasites from your home and environment.
The body louse (Pediculus humanus humanus) feeds on human blood and will cause extreme itchiness and discomfort. The body louse may survive up to 30 days in a suitable environment and can be eliminated through boiling infested clothes and bed linen.
Bed bugs are a small parasite from the Cimicidae family. Bed bugs feed on the blood of humans and will be mostly active during nighttime. During daytime, bed bugs stay hidden in furniture, mattresses or rugs.
The differences between body lice and bed bugs are subtle; however, it is essential to identify the lice or the bed bugs. You should look at the size, color, odor and the bite marks. Body lice may be felt during day time, as they will get attached to clothes or skin; bed bugs will be felt mostly during the night or when sleeping in the infested area.
Body lice are smaller in size than bed bugs; body lice are on average 3 to 4 mm (the size of a sesame seed), while bed bugs are 6 to 9 mm before feeding. Lice and lice nits may be visible, especially if you use a magnifying glass; however, bed bugs tend to hide and are more difficult to spot. Bed bugs may be detected during nighttime using a flashlight.
The color of the body lice may be gray or transparent, while the color of bed bugs is brown; however, once the body lice are filled with blood, they will also have a brown color.
Take a look at the bite mark; the body lice will leave a single bite mark (there may be other marks on the body) whereas the bed bugs will cause a series of 3 or more linear bite marks. Lice cause itchiness, while bed bugs will only cause itchiness in more sensitive people that react to the bed bug saliva.
The bed bugs will also leave a dark brown or black mark on the bed linen. These marks are actually excrement (digested blood) left by bed bugs. Bed bugs may also cast their skin, so you can also detect their skins in the bed or neighboring areas.
If the bed bugs are numerous, the home will have a foul odor, which is caused by the oils secreted by the bugs. Typically, body lice don't have a specific odor.
The transmission of body lice is through direct contact with an infested person or by sharing clothes or bed linen with an infested person. Bed bugs can only be transmitted through sharing clothes or bed linen.
