Toronto council appears poised to undo the last of its controversial 2012 spending cuts, despite the budget committees opposition to temporarily restoring funding to the High Park Zoo, Far Enough Farm and a hardship fund for the citys neediest.

Theres going to be a floor fight on council on this item, Councillor James Pasternak said. Were going to move it straight up there and that way all 44 councillors and the mayor have a say in whats important to Torontonians. I think the most important thing is we have to cut through a lot of the histrionics of financial despair that were plaguing the budgetary process into the fall and early 2012.

The North York councillor and newest member of the budget committee on Monday proposed using more than $1.7-million of the $292-million 2011 surplus as a short-term rescue fund for a slew of programs left on life support after the January budget vote.

He also moved a motion asking that $258,000 of the solid waste departments $37-million 2011 surplus be dedicated to waiving a contentious new waste fee for charities.

The budget committee rejected Mr. Pasternaks proposals, most by votes of 3-2, with Councillors Peter Milczyn, John Parker and Doug Ford voting against, and Chin Lee voting with Mr. Pasternak.

The committee endorsed a separate motion from Mr. Lee allocating $180,000 of the surplus to extreme cleaning for bed bugs, provided the province kicks in $500,000 in 2012 for bed bug eradication.

Despite the thumbs down at budget committee, council will have a final say in June.

Budget Chief Mike Del Grande said he was frustrated a member of his own budget committee tried to revisit the 2012 budget months after it was settled.

My feeling is the budget is the budget. You cant keep re-opening it. Its closed.

FOX19 Investigates: Secret bed bug dangers

CINCINNATI, OH (FOX19) -

Despite their best efforts, some people in Cincinnati are bringing home bed bugs in some creepy and unexpected ways, FOX19 News has learned.

Over the past month, we have been talking with bed bug experts, business owners --- and you --- about what you're seeing.

What may get you scratching involuntarily are the stories about the places you'd never expect to catch bed bugs.

FOX19 viewer Kevin, writing on the station's Facebook page, says he got them after renting a moving truck.

"It's the only place that it could have been," he said, "as the place I moved from did not have them and my new home did not have them to start."

We've heard similar stories, too. The problem is some rental companies don't properly inspect or clean their trucks after a family has turned-in the one they rented. So if they had bed bugs they're passed along to the next family that rents the truck.

FOX19 visited a large moving company in our area to see how their employees try to prevent carrying bed bugs from house to house. You'll see that part of the story Wednesday night at 10 o'clock.

We'll also meet a man who got bed bugs after hip replacement surgery. One of the medical devices he rented was infested with them. He has pictures of the bite marks to prove it.

There are few household staples you have as intimate a relationship with as your mattress. After all, you spend one-third of your life sleeping. Yet you often dont realize you need a new mattress until your back pain becomes chronic. Or one day, you catch an awesome nights sleep in a hotel or someones guest room.

The Better Sleep Council Canada says mattresses begin to show their age after eight years of nightly use.

Whats new?

Gel technology. A new layer in some models adds resiliency; some versions are similar to a shoe gel insert. Gel can serve as a shock absorber or have a cooling effect.

Adjustability. If you insist on using your laptop in bed, there are new versions of adjustable mattresses that are nothing like a clunky traditional hospital bed. A press of a button lifts your head or feet to an inclined position. Good for snorers or acid-reflux sufferers.

Better coil construction. Coils have been designed in stronger alloys such as titanium.

User tips

Pads. Always protect your mattress with a pad to keep it free of stains, rips and dampness. Special encasement pads protect against bed bugs.

Follow directions. Most mattresses today, including pillow-tops, are one-sided and require only rotating. If labelled no-flip, do not flip.
