Some states have had laws regarding bedbugs, infestations, and their control since the early 1900s when bedbugs were a significant pest. Then, as bedbug infestations waned, so too did bedbug laws. But as the 21st century continues to see a resurgence of the tiny biting bugs, states began reassessing their laws, with many updating or adding new regulation.

According to the EPA, there are 21 states that have some level of law or regulation that applies to bed bugs, nine of which have been enacted since 2005. Requirements focus on hotels and landlords or other property managers. The National Conference of State Legislatures lists the following states as having laws addressing bedbug infestations:

Although EPA regulates pesticides that can be used against bedbugs, its jurisdiction does not include the state regulations governing the management or reporting of bedbugs. However, the EPA includes a document prepared by the National Pest Management Association staff that provides in-depth detail on State Bed Bug Specific Laws and Rules. These rules were updated in July 2013, but because states continue to propose and enact new laws, EPA recommends that you check with your state for any changes or new laws. Additionally, some states allow cities and municipalities to enact regulation, so local laws should also be checked.

One example of local regulation is that of Chicago, which passed an ordinance in 2013 to help alleviate the bedbug problem. The ordinance established requirements for both landlords and tenants of rental housing as well as requiring condominium and cooperative building associations to have written bedbug plans. How To Identify Bed Bugs

Adult bed bugs are light brown to reddish-brown, flattened, oval-shaped and have no hind wings. The front wings are vestigial and reduced to pad-like structures. Bed bugs have segmented abdomens with microscopic hairs that give them a banded appearance. Adults grow to 45 mm in length and 1.53 mm wide.

Newly hatched nymphs are translucent, lighter in color and become browner as they molt and reach maturity. A bed bug of any age that has just consumed a blood meal will appear to have a bright red translucent abdomen; this color will fade to brown over the next several hours and within two days will become opaque and black as the insect digests its meal. Bed bugs may be mistaken for other insects, such as booklice, small cockroaches, or carpet beetles, however when warm and active, their movements are more ant-like, and they emit a characteristically disagreeable odor when crushed.

Bed bugs are elusive and usually nocturnal (peak activity usually occurs around 5:00 or 6:00 a.m.), which can make noticing them difficult. They often lodge in dark crevices, and the tiny adhesive eggs can be nestled by the hundreds in fabric seams. Aside from bite symptoms, signs include fecal spots (small dark sand-like droppings that occur in patches around and especially beneath nests), blood smears on sheets (fecal spots that are re-wetted will smear like fresh blood), and the presence of their empty molted exoskeletons. Bed bugs can be detected by their characteristic smell of rotting raspberries.

Lawyer with bed bugs falling out of clothing causes Rogers …

The Rogers County Courthouse closed early Monday due to bed bugs.

Rogers County Sheriff Scott Walton said a lawyer came up to a third-floor courtroom with bugs falling out of his clothing.

"Hard to imagine someone doesn't know, you know that some bed bugs are crawling all over them certainly in abundance," Sheriff Walton said.

Courthouse officials had a meeting and decided to close the courthouse at noon until the bed bugs were gone.

"I was told the individual that had them also shook his jacket over the prosecutors files," Sheriff Walton said.

Mike Clarke, head of security for the Rogers County Courthouse, said the attorney was non-responsive to the situation.

"I don't even think he cared," Clarke said.

Exterminators were called to the 90,000 square foot building and were prepared to work through the night to get rid of the pests.

Employees and others treated themselves as a precaution.

Officials said the courthouse will reopen Tuesday at 8 a.m.

A letter posted on the door of the courthouse advises anyone who believes they may have been exposed to treat themselves .

No word on who will pay the bill for the exterminators or what is being done for cases that had to be rescheduled.
