This is the second time the bugs have been found      in the three-year-old structure.    <\/p>\n<p>      The health department said that a small number of bed bugs      have been found, but it is not an infestation.    <\/p>\n<p>      \"You're really going to be a hero if you're honest. We say,      look we know there is a problem, now let's figure it out,\"      Rick Moskovitz, president of A-Plus Pest Control. \"It's not      exterminating companies. I'm in the business. The industry is      not solving the problem.\"    <\/p>\n<p>      New York is consistently one of the most bed bug-infested      cities in the United States.    <\/p>\n<p>      Copyright 2013 WPIX via CNN.
