Starting December 3, 2010 DSNY will require all mattresses and box springs set out for collection to be encased and sealed. Full text of the rule (PDF):

1-04.1 Collection of bedding. (a) Definitions. For purposes of this section, Bedding shall mean any mattress or box spring which can be used by any human being for sleeping or reclining purposes. (b) Any person disposing of bedding for Department collection shall enclose such bedding within a plastic bag. Such bag shall be constructed in such a manner and be of such size as to readily contain the bedding to be disposed of. Such bag must be securely sealed after the bedding is placed inside. (c) Failure to enclose any bedding placed at the curbside or other designated area for collection by the department within a plastic bag pursuant to this section shall be a violation of 16-120 of the New York City Administrative Code.

Full enforcement will begin January 3, 2011. The fine will be $100. The rules are spotlighted on the front page of DSNYs website. See the press release, a graphic notice (PDF) available as a download, and a note from the commissioner in which he makes an additional recommendation:

that plastic mattress bags be placed around the discarded bedding before it is removed from the room out to the curb to further prevent bed bugs from infesting other parts of the home or apartment building.

Sealing items in the room before removal is an important principle of bed bug management and you should practice that for anything that is being removed from an infested room.

The rule applies to all mattresses and box springs, not just bed bug-infested ones.

Here are a few other things you should know. The mattress refurbishing industry does not have effective sanitizing protocols in place, and yet mattresses and box springs in the city are routinely scavenged for this purpose before they are ever collected by sanitation. Therefore, the closer to collection time that mattresses and box springs can be placed on the curb, the better, if at all possible. It is also good to attempt to make things unusable or unattractive before sealing, as well as placing a clear warning sign on items that are infested, as ordinary people in your neighborhood will also pick up stuff from the trash and risk exposure.

Bed bugs are small insects that feed on human blood. They are usually active at night when people are sleeping. Adult bed bugs have flat, rusty-red-colored oval bodies. About the size of an apple seed, they are big enough to be easily seen, but often hide in cracks in furniture, floors, or walls. When bed bugs feed, their bodies swell and become brighter red. They can live for several weeks or months without feeding on a host.

What does a bed bug bite feel and look like? Most bed bug bites are initially painless, but later turn into large, itchy skin welts. These welts do not have a red spot in the center as do the bites from fleas.

Are bed bugs dangerous? Although bed bugs and their bites are a nuisance, they are not known to spread disease.

How does a home become infested with bed bugs? In most cases, people carry bed bugs into their homes unknowingly, in infested luggage, furniture, bedding, or clothing. Bed bugs may also travel between apartments through small crevices and cracks in walls and floors.

How do I know if my home is infested with bed bugs? You may notice itchy skin welts. You may also see the bed bugs themselves, small bloodstains from crushed insects, or dark spots from their droppings. It is often hard to see them because they hide in or near beds, other furniture, and in cracks.

Do not put your suitcase on the bed, bedbugs can hitchike on the outside of many types of suitcases even if you used luggage liners on the inside. You can ask your hotel if they use mattress and pillow encasements, which keep bedbugs from taking up residence in the mattresses and pillows. Do not use hotel dressers (bureaus) because bedbugs can live inside them.

If you find bedbugs in your room, do not use any kind of spray or pesticide; anything consumers can buy will not be effective. But your spray could end up repelling the bedbugs so that the infestation spreads.

Makers of silk bedding products sometimes claim that silk protects sleepers from bedbugs.However, the only kind of bedding that will protect you at night is a hazmat suit. As long as your head (or any other part of your body) is uncovered, bedbugs can get inside the silk bedding.

Online bedbug registries are not a very reliable source of information. People can try to damage a hotel's reputation by falsely claiming bedbugs, people can misidentify other problems as bedbugs, and places might not be removed from the registry even after the bedbugs have been dealt with.

Tiny blood-sucking bedbugs have become an epidemic in New York City. The little pests have invaded even the cleanest and most expensive apartments in neighborhoods around New York. In fact, a councilwoman from the Upper West Side has called for a citywide bedbug task force to address the problem. What Are Bedbugs? A bedbug is a wingless, rust-colored insect about the size of an apple seed. Bedbugs are nocturnal parasites, which means they rest during the day and come out to dine on the blood of humans at night. Bedbugs are attracted by human body heat and typically favor feasting on our shoulders and arms (ewww).

During feeding, the bedbug's proboscis pierces the skin of its victim, injecting bedbug saliva (double ewww). Bedbugs typically feed for five to ten minutes at a time. As the little critter fills with blood, its colouring changes from light brown to rustred.

Experts suggest washing bedbug bites with antiseptic soap to avoid infection. The itching can be treated with calamine lotion or anaesthetic creams.

Aside from those nasty bites, other signs that bedbugs may have moved in include:

They also spread through mattresses. Reconditioned mattresses, which are refurbished old mattresses, often spread bedbugs into stores and homes. In addition, bedbugs can spread when old and new mattresses are transported in the same truck.

Before a person can prevent an infestation, it is important to know what they are, how they live and what they look like. Once you know what they look like, hopefully, before you bring them home, you can avoid staying in hotels that have them.

Simply, they are small parasites that live in mattresses and other types of soft furniture. They are nocturnal and are hard to spot during the day. They are oval-shaped, and once they have fed on blood are reddish brown in color. If you ever see an insect in your home or hotel room that is flattish, oval-shaped and reddish brown, you should catch it and try to identify it.

These parasites feed on blood, primarily human blood. This is a major creep factor is associated with them beyond simply having a home pest. They come out at night, crawl on your sleeping body and make a meal of you. Some people may find the vampire myth sexy but nobody, except maybe an entomologist, can say the same about these insects.

The U.S. almost got rid of them early in the last century. Then international travel became more common and people were staying in hotels in countries that were still dealing with them. People would go to different countries and bring home a little something extra in their luggage and clothing. The U.S. now has a new booming industry eradication of these pests.

New York City may have them but how does one avoid staying in a hotel that has an active infestation. The insidious thing about these pests is that they do not always live in the flea-bag motels. It would be easy to stay in a slightly more expensive hotel but that is no guarantee of an infestation-free accommodation. Actually, the more expensive hotels are just as likely to have infestations.
